The mission of the Immanuel Kant Baltic Federal University (IKBFU) is to build competitive human capital on the basis of modern technological platforms to ensure the socioeconomic development of the Kaliningrad region.
Its strategic objective is to provide human resources and technological support for the innovative development of the Russian exclave region, which embraces clusters formed in the framework of the special economic zones of the Kaliningrad region.
"To reach the University's strategic objective, it is necessary to solve a number of core problems. First of all, it is education and training of human resources for innovative industries of the regional economy, also in view of the requirements of European labour market, and creation of favourable conditions for attracting qualified specialists to the Kaliningrad region. Secondly, there is a need for urgent modernisation of the university infrastructure in order to engage youth in academic and research activities. Thirdly, we must wield systematic influence on modernisation of professional training in the region, also by means of introduction of innovative educational programmes, which are in demand within the priority industries of the regional economy. And, finally, our objective is to establish an academic and research centre to promote the Russian language and Russian language professional educational programmes in the countries of the Baltic Sea region".

Immanuel Kant Baltic Federal University actively carries out international activities in the framework of numerous academic programmes and projects. IKBFU has more than 100 partner higher education institutions in Europe and the USA, and cooperates with such international associations as European University Association, Baltic Sea Region University Network, Magna Charta Universitatum and others.
