University for Peace

Introduction

The vision of the University for Peace is to be a forward-thinking, transformational and inspirational educational institution dedicated to the goals of quality teaching, research, and service for serving humanity in building a peaceful world.

Established as a Treaty Organization with its own Charter in an International Agreement adopted by the General Assembly in Resolution 35/55 of 5 December 1980, the University for Peace has the mission:

"to provide humanity with an international institution of higher education for peace and with the aim of promoting, among all human beings, the spirit of understanding, tolerance and peaceful coexistence, to stimulate cooperation among peoples and to help lessen obstacles and threats to world peace and progress, in keeping with the noble aspirations proclaimed in the Charter of the United Nations".


The Charter of the University sets out in its appendix the following general principles:

  1. The persistence of war in the history of mankind and the growing threats against peace in recent decades jeopardize the very existence of the human race and make it imperative that peace should no longer be viewed as a negative concept, as the end of conflict or as a simple diplomatic compromise, but rather that it should be achieved and ensured through the most valuable and most effective resource that man possesses: education.

  2. Peace is the primary and irrevocable obligation of a nation and the fundamental objective of the United Nations; it is the reason for its existence. However, the best tool for achieving this supreme good for humankind, namely education, has not been used.

  3. Many nations and international organizations have attempted to attain peace through disarmament. This effort must be continued, yet facts show that man should not be too optimistic as long as the human mind has not been imbued with the notion of peace from an early age. It is necessary to break the vicious circle of struggling for peace without an educational foundation.

  4. This is the challenge that now faces all nations and all men, as the twenty-first century approaches. The decision must be made to save the human race, which is threatened by war, through education for peace. If education has been the instrument of science and technology, there is all the more reason to use it to achieve this primary right of the human being.


UPEACE History

Costa Rica abolished the death penalty in 1882, and its army in 1948. Since 1865, Costa Rica has offered asylum to those facing persecution for political reasons. From 1907 to 1918, Costa Rica hosted the Central American Court of Justice, which was the first permanent international tribunal that allowed individuals to take legal action against states on international law and human rights issues. In that tradition, efforts to establish the University for Peace began at the United Nations under the leadership of the President of Costa Rica, Rodrigo Carazo. On the 5th of December, 1980, the General Assembly of the United Nations adopted resolution 35/55 which sets out in its annex the International Agreement for the Establishment of the University for Peace. The Charter of the University forms part of that agreement.

As part of the continuing process of United Nations reform, former UN Secretary-General Annan took a number of measures since early 1999 to reorganize, strengthen and internationalize more fully the University for Peace - so as to enable it to contribute more effectively to the peace and security objectives of the United Nations.

The Council has defined an innovative programme of education, training and research for peace - focused on key issues, including conflict-prevention, human security, human rights, environmental security, and post-conflict rehabilitation.


Our Campus

Our campus is located in the outskirts of San José and its 200 protected hectares are part of the last remnant of primary forest in the Central Valley.

The Rodrigo Carazo Campus is located 30Km Southwest of San José, within a natural reserve composed of a secondary forest and the last remnant of primary forest (200 ha) in the Central Valley of Costa Rica. The park and the campus are within the protected zone of El Rodeo, Mora. UPEACE covers about the 2% of the Mora landscape; hence this protected area is rich in fauna. It shelters mammals such as monkeys and deer, reptiles, and over 300 species of birds, as well as approximately 100 varieties of trees. The University´s installation and protected area make up 303 hectares.

It encompasses a broad range of subjects and themes, including Food Systems, Water Management, Forestry, Coastal Resources, Climate Change, Urban Ecology, and Social Movements. The program focuses on the human dimensions of the environment-development nexus, highlighting the connections between local perspectives and broader processes at the national, regional and global levels and emphasizing the importance of political, economic structures and inequality in access to resources as key drivers in environmental conflict and global environmental change. The program deals in depth with the diverse and international aspects of gender as they relate to violence, peace negotiations, peacebuilding and peacekeeping in different locations on the planet. The program also encompasses the many fields of knowledge in which gender plays a crucial role. Students will gain an understanding of the various judicial and non-judicial bodies that are at the frontline of questions of interpretation, the development of international human rights standards, and enforcement. In addition, students receive training in hands-on skills in the realm of reporting, monitoring, and evaluation of human rights. The Master of Arts Degree in International Law and the Settlement of Disputes offers students an understanding of the role that international law and institutions play in the settlement of international and transnational disputes. This specialization examines the role of national and international courts and tribunals in contributing to the settlement of disputes. As international and transnational adjudication has acquired a more prominent role in international relations, it is essential to understand how these global and regional courts are responding to the challenges of the early 21st Century. Students will examine the role of law in traditional and not-so-traditional territorial and boundary disputes, and acquire an overview of the law of the sea. And finally, they will examine the increasingly important field of dispute settlement in international economic relations, which will include investment arbitration. [+]

The Masters of Arts Degree in Media and Peace is for students interested in gaining in-depth knowledge of what role media can and does play in peace and conflict issues of our times. Current or would-be practitioners interested in gaining useful and deep knowledge in media best practices in mitigating conflict and promoting peace will also benefit from this course. In this program, the students gain a thorough and up-to-date knowledge of relevant research, and evidence-based best practices, related to how media can (but often does not) contribute to peacebuilding and conflict transformation. Students will acquire expertise in critical analysis of media’s role in peace and conflict, as well as in the impactful application of media for peacebuilding and humanitarian purposes. The aim of the program is to train students to be insightful researchers, effective policymakers and reflexive communicators, who can make a positive impact on the global humanitarian field. Its creation was based on the belief that to better contribute to the promotion of sustainable peace, it is imperative to explore what role the economy plays in the world today and its impact on our environment and societies’ well-being. Issues of rural and urban poverty, growing inequalities and disparities, environmental degradation, financial crises, and globalization are challenging political-economic stability and social cohesion in all societies. Modern society faces the growing challenge of sustainability; finding solutions that will maintain and protect social systems for future generations. Mastery in conflict resolution, peace and development

The University for Peace (UPAZ) has developed a set of master's programs and short courses in English only. However, for 2 years now, the demand for courses in Spanish in the area of ​​Peace, Development and Human Rights studies has prompted the University to offer some of these programs in parallel with its master's programs.
