At the national level, the National Association of Universities and Institutions of Higher Education (ANUIES) drew up a Master Plan for Open and Distance Higher Education, entitled Strategic lines for its development, which takes up what was proposed in the UNESCO declaration, and recognizes the opportunity that technology offers to carry out the mission of the higher education system: contribute to the integral and sustainable development of individuals and the nation ( ANUIES, 2001, p. 6). This document refers to agreements dating from the XII Meeting of the Council of Public Universities and Related Institutions (CUPIA), in December 1998, when it was agreed that the Association's Executive General Secretariat would work on a master plan focused on two main aspects :
