To achieve competitiveness public officers must learn how to allocate scarce resources among the various options. The allocation of resources is determined by interactions in markets. While good macroeconomic policies, stable legal and political institutions, and improving social conditions create the potential for competitiveness, wealth is actually created at the microeconomic level. This course explores the determinants of competitiveness and successful economic development viewed from a bottom-up, micro-level perspective. It is designed to enable public managers both in central government and county government to hone a unique set of skills that will help them play a catalytic role in enhancing county and public sector competitiveness towards sustained economic growth.
